Integrated Personal Commissioning (IPC)

Our experiences of the positive changes under Valuing People and the frustratingly slow change after Winterbourne View guides us to focus work on local commissioners with the passions, understanding and time to achieve real change.

As part of shared priorities between Integrated Personal Commissioning (IPC) and Transforming Care, we are supporting four sites (Hampshire, Barnsley, Tower Hamlets and The South West ) who are seeking to improve and increase the range of services available to people who need significant packages of support. This is usually people who live in or who risk admission to secure setting, people labelled as having behaviours that challenge and who have high staffing ratios. Currently many of these people are supported away from their homes/communities and/or in services that are not in line with their wishes, their families’ wishes or best practice.

Our focus includes:

• Working with some of the best small, community-based providers around the country to understand the conditions for developing, delivering and maintaining highly person centered services, and then enabling commissioners to understand how they can seed, encourage and sustain similar services in their area;
• Supporting local commissioners and providers to understand and achieve real change within existing provision;
• Enabling commissioners (alongside people who use services, families and clinicians) to reflect on individual commissioning decisions that have resulted in both high and poor quality outcomes for people. This includes individual planning, the role of senior clinicians, the commissioning/procurement process and the strength of outcomes and quality reviews.
