Having listened to the experiences of people who use services and their families, we believe it is essential that, if Transforming Care is going to deliver real change, there has to be a very significant shift in the style and availability of support for people with learning disabilities.
Our experiences of the positive changes under Valuing People and the frustratingly slow change after Winterbourne View guides us to focus work on local commissioners with the passions, understanding and time to achieve real change.
As part of shared priorities between Integrated Personal Commissioning (IPC) and Transforming Care, we are supporting four sites (Hampshire, Barnsley, Tower Hamlets and The South West ) who are seeking to improve and increase the range of services available to people who need significant packages of support. This is usually people who live in or who risk admission to secure setting, people labelled as having behaviours that challenge and who have high staffing ratios. Currently many of these people are supported away from their homes/communities and/or in services that are not in line with their wishes, their families’ wishes or best practice.
